Summary:
ISSUE DESCRIPTION: 1. "'Concept' incorporates 'characteristic'" is ambiguous with respect to the relationship between the characteristics in the intension that makes up a concept that are part of each essential characteristic set that creates the concept, and those that are not. Since there can be many characteristics in the intension (necessary characterisitc set) of a concept that are not, and do not need to be made, explicit in an SBVR vocabulary, "'concept' incorporates 'characteristic'" is additionally ambiguous for the above purposes. Using this SBVR verb concept without the additional language and criteria below gives a false sense of adequacy. - It might be better not to have this fact type so this ambiguity cannot be inadvertently introduced. Otherwise we need a necessity something like "any characterisitc incorporated into a concept must be either in each essential characterisitc set that creates the concept or implied by any essential characteristic set that it is not in".
