    There should be a fact type that relates a vocabulary to a vocabulary namespace. That fact type could be instantiated for any vocabulary whose designations and fact type forms are distinguishable. If this is done, the “vocabulary has URI” fact type can be removed because a vocabulary namespace can have a URI.
