Summary:
Basing Clause 12 Vocabulary on Clause 10 Vocabulary. The structure of SBVR features layering from surface expression to deep meaning, independent of surface expression. Based on recent work, SBVR will now have a Clause 10 (especially modalities) that will express all concepts from pure logic needed for Clause 12 (rules, etc.). So the entries for Clause 12 should all be based on the vocabulary of Clause 10, rather than the vocabulary of Clause 9, which is more in the nature of engineering specifications.

Disposition Summary:
This issue is resolved by the resolutions of issues 9475 and 9945, which change Clause 12 such that Clause 10 terms for modalities are used in definitions of the concepts 'rule' and 'advice' along with specializations of those concepts. No further changes are needed.
