    Align names and scopes of Base Classes with current modeling languages. Specifically rename TaggedValue to NamedValue so it is not confused with stereotypes, rename UtilityElement to SACMCoreElement and make it abstract, rename Note to SACMComment and make it more General (following the form of UML’s comment), rename ImplementationConstraint to SACMConstraint and make it more generally useful.
