Disposition Summary:
It is agree this Issue is incorrect. It is quite possible for the RecordKeeper to be from an entirely different agency than that indicated by the Provenance of the record (e.g., when records are seized by a law enforcement agency... they become the RecordKeeper for the period of time that they have custody of the record.)
