RLS11 — Frequency attribute in StreamAbility

    In Figure 7.19 - RoLo Service and in Table 7.91 - StreamAbility class, the 'frequency' attribute of StreamAbility is marked as optional. However, it is not clear in what way the module behaves when the frequency attribute is omitted. Also, as for the dataSpec attribute, don't-care shall be defined for dataFormat and frequency attributes to indicate that no specific value is defined.
