OARIS3 — instances of String in some IDL files

    there are several instances where the IDL generated from the XMI has String (capitalised) rather than in lower case which causes an error in some DDS IDL compilers. These should be generated as lower case in the following files:
    Manage_Network_Participation.idl
    Plot_Reporting.idl
    Track_Reporting.idl
    Label_Tracks.idl
