IEFRA2 — Swith section Order

13.3.1 Natural Progression by swtiuching 1.9.1 and 1.9.2
I really think that switching these sections reflects the natural progression and is more logical.
(1) Right now, 1.9.1 (Operational Adaptation) comes first, but conceptually, it makes more sense to discuss how IEF-RA is designed for adaptability (1.9.2) before explaining how it enables real-time adaptability during operations (1.9.1).
(2) The new order would be:
○ 1.9.1 Adaptation during Design (High-level architecture enables flexibility).
○ 1.9.2 Adapting During Operations (How the system adapts in real time).
(3) This change follows the natural lifecycle of system adaptation—first, the framework must be
designed for adaptability, then it can be adapted in response to changing needs.
