2.4.1 Lack of a Clear Problem Statement
This section presents many security challenges, but it does not explicitly define the core problem the IEF-RA aims to solve. I think this is will not help in the adoption of the IEF. People have problems they are trying to solve. They may come across the IEF through search engines or AI tools, but without a clear statement of the problems IEF is trying to solve, they may skip over it. A short, precise problem statement at the beginning would help set the IEF in context before diving into examples.

“The core challenge that IEF addresses is enabling mission-critical information to be securely and compliantly shared among authorized parties while continuously adapting to evolving security requirements, trust models, and operational risks. This must be achieved in a timely manner, preventing unauthorized access while maintaining agility, control, and trust in high-stakes, rapidly changing environments. -
