    1.10.5.1 Role In Digitalization
    The IEF can be used to expedite the digitalization process by providing secure receptacles in which to place newly digitized data elements. Because the policies (rules and constraints) governing access to data are a separate and independent process, the IEF approach enables an evolutionary path for digitization and digitalization activities, ultimately supporting digital transformation. The IEF allows the enterprise to implement an ISS and DCS policy infrastructure that can dynamically adapt to continual changes.
    As illustrated in Figure 1.10-1, the IEF approach separates policy development from software development, offering several benefits:
    ● It enables the enterprise to define, test, and deploy ISS and DCS policies independently from software implementation.
    ● IT organizations can implement and validate ISS and DCS infrastructure without being dependent on business policy development timelines.
    ● Organizations can continuously evolve ISS and DCS capabilities rather than relying on infrequent major system overhauls.
    ● The approach supports an agile, flexible, and adaptive enterprise, reducing reliance on large, complex information system projects that often fail to meet evolving needs.
    ● By structuring ISS and DCS policy separately, the IEF enables organizations to adopt DevSecOps practices for software and policy lifecycles independently.
    As shown in Figure 1.10-2, the IEF Lifecycle aligns with Model-Based Systems Engineering (MBSE) and Model-Driven Architecture (MDA) methodologies, ensuring traceability between requirements, policies, and system implementations. Additionally, the framework integrates security monitoring and compliance enforcement, supporting continuous audit, evaluation, and adaptation.
    The IEF operates on existing digital data. Its benefits begin once data is digitized and iteratively integrated into a secure data lake, ensuring structured data management and policy enforcement across enterprise environments."
