HAL4RT — Unnecessary use of RTC Octet type

    In places in the specification the Octet type from the RTC specification is used. For example, in "HAL Component". Additionally, this type is then mapped by to a 32-bit signed integer, which is not what is implied by the name "octet" (i.e. a byte). Instead of pulling in the RTC specification for an octet type that is not used correctly, a "byte" should be specified, which is then mapped to uint8_t in the C PSM.
