GEMS16 — Array notation in example appears wrong

    Parameter set example shows array notation after the type field:
    setlist:set_type[2]=A:hex_value=FA/7;B:string[2]=text1,text2;,A:hex_value=2F/6;B:string[1]=text2;

    Though in section 8.2.1, array notation is defined after the parameter_name:
    parameter_name[3]:type=value1,value2,value3

    This seems inconsistent/confusing.
