Summary:
Most of the "definition" elements in people.rdf are way too long for definitions and contain narrative material.
Segregate narrative from definition and put the former in separate explanatoryNote annotations, for almost all classes in people.rdf (review all, segregate text as required). As an example, the definition of BirthCertificate includes discussion of the role of a midwife or doctor in relation to this document, which is not definitional of that kind of document in any way.
Definition should ideally be a single sentence and should set out unambiguously what the class or property is intended to mean. Examples and discussions must always be separate, even though many on line web sources include such run-on text as part of what they call the definition.
