FIBOFTF — Range for isTenderIn

isTenderIn has a definition A region or country in which the currency is exchangeable for goods and services. But the range is defined as Country which excludes regions!

The range is incorrect. Need to expand the Countries ontology to include as a minimum the concept of Region (or the 2 concepts of region - intra and inter-country) in order to support what was modeled in the EA model here. In the short term, re-frame the property such that it may refer to more than one country, and also no countries.

Currently: there is no restriction on the property isTenderIn and the range is still Country. Should have added a restriction giving min=0 (for BitCoin and microcurrencies, and countries which use currency without a concept of legal tender).
