Summary:
Shouldn’t hasInForce (”relates a jurisdiction or situation to a policy, rule, regulation or law that is currently in force in that situation or jurisdiction”) be in Jurisdiction.owl? And, given the definition, why does it have no domain and range (or even a restriction) at all?

Disposition Summary:
*Relocate hasInforce to Jurisdictions.rdf hasInForce*
Meaning may be more general than just jurisdiction but more specific than Thing, so we still need to fin the middle ground on this one. Also the definition is very specific to Jurisdiction and therefore needs to change. So make the concept and definition match!
