FIBOFTF — Rename LegalConstruct to LegalConferral

    Rename LegalConstruct to something which better reflects the semantics (as labeled currently, it would include things like Juries which are a legal construct but not, as defined for this class, something which is conferred by some legal instrument).

    We should rename this to LegalConferral and consider introduction of a broader LegalConstruct which may have other uses in the future.

    Original reason is because of things like Juries which are also legal constructs whereas this concept has a conferredOn relation to some agent. Those other contexts need not concern us and the semantics of the concept are clear enough. There is no good label for it. Proposal is to close no change.
