FIBOFTF — Add explanatory annottions for de jure control and de facto control

Add annotations explaining the distinctions between de jure and de facto control etc.

We would need to elaborate further to make these more explicit, as these are concepts that people are not completely familiar. The test is, would people get it correct is we gave them examples. also add some examples in the annotations. For now, add these examples to the ʺexplanatoryNoteʺ element or several explanatoryNote elements.
