    Problem to be solved:

    The spec does not allow for checklists on a competency level or the creation of a competency level detail card.

    Proposed solution:

    Add an association “checkListItem” of type “Checkpoint [*]” to language element “Competency level”. For architectural clearness, move language element “Checkpoint” from package “AlphaAndWorkProduct” to package “Foundation”.
    Add new section “9.7.6.8.4 Competency Level Detail Card” similar to section “9.7.4.7.5 Alpha State Detail Card”.
