In figure 9, what is the consequence of a stakeholder not being involved? Can I add that to the state machine if for example the person assigned to answer questions for a key organization refuses to respond to those questions?

Disposition Summary:
This issue is on what is now Figure 6, the "States of the Stakeholders" in 8.2.2.1. Some endeavors may never progress the Stakeholder alpha to the Involved state. The main consequence of this would be that you could not then get to the Agreed state and it is likely that the endeavor will not meet Stakeholder expectations.
This is not necessarily something that needs to be explained in the specification, though. Perhaps it is more a users guide issue.
