    Change dependencies to package imports

    In subclause 7.3.1, it says "The dependency between the packages [depicted in Figure 9.3] is expressed with import relationships." However, the relationships shown in Figure 9.3 are actually captured in the abstract syntax model as Dependencies, rather than as PackageImports.
