DSS2 — T16: MOM attribute definitions table: HLAtimeGrantedTime and HLAtimeAdvanci

These attributes are defined as the wall-clock time duration that the federate has spent in a given state since the last time the attributes were updated. It does not specify what the value of these attributes should be if they have not yet been updated. Clarifying text should be added to indicate that the first time that the HLAtimeGrantedTime and the HLAtimeAdvancingTime attributes are updated, their values shall be zero to indicate that they have never before been updated.
