Summary:
As currently written, it is not clear what should happing if a federate invokes the Attribute Ownership Acquisition service for an instance attribute that is already in the "Acquisition Pending" state. This text should be clarified to indicate that if a federate invokes the Attribute Ownership Acquisition service for an instance attribute that is already in the "Acquisition Pending" state, that instance attribute's state shall remain unchanged. In other words, if a federate invokes the Attribute Ownership Acquisition service for an instance attribute that is in the "Acquiring" state, that instance attribute shall continue to be in the "Acquiring" state and the federate that owns the instance attribute shall not receive a corresponding Request Attribute Ownership Release callback. If there are additional instance attributes in the attribute set that is an argument to the Attribute Ownership Acquisition service, those instance attributes shall enter the "Acquiring" state, assuming that they meet all of the pre-conditions of the Attribute Ownership Acquisition service and they are not already in the "Acquiring" or the "Trying to Cancel Acquisition" state, and the federate that owns these instance attributes shall receive a corresponding Request Attribute Ownership Release callback.
Likewise, if a federate invokes the Attribute Ownership Acquisition service for an instance attribute that is in the "Trying to Cancel Acquisition" state, that instance attribute shall continue to be in the "Trying to Cancel Acquisition" state and the federate that owns the instance attribute shall not receive a corresponding Request Attribute Ownership Release callback. If there are additional instance attributes in the attribute set that is an argument to the Attribute Ownership Acquisition service, those instance attributes shall enter the "Acquiring" state, assuming that they meet all of the pre-conditions of the Attribute Ownership Acquisition service and they are not already in the "Acquiring" or the "Trying to Cancel Acquisition" state, and the federate that owns these instance attributes shall receive a corresponding Request Attribute Ownership Release callback.
