DSS2 — Figure 15: New Self-transition

As the statechart is now depicted, it is not clear what should happen if a federate invokes the Attribute Ownership Acquisition If Available service for an instance attribute that is already in the "Willing to Acquire" state. The following change should be made to the statechart to indicate that the instance attribute's state shall remain unchanged: there shall be an additional transition added that is a self-transition from the Willing to Acquire state to itself that is labeled "Attribute Ownership Acquisition If Available [not in 'Acquisition Pending']".

Add the suggested self-transition to Figure 15.
