Summary:
Many services in 1516.1 have preconditions and exceptions that are worded simply "Save in progress" or "Save not in progress". However, these states do not appear to be well-defined in the standard. It should be made clear that these are meant to refer to the "Federate Save in Progress" state as shown in the statechart in Figure 3. A save is considered to be in progress at a given federate if the federate is in the "Federate Save in Progress" state.
