DEPL — For ExternalReferneceEndpoint add provider boolean attribute

For ExternalReferneceEndpoint add provider boolean attribute to
indicate the role of the ExternalReferenceEndpoint. Rationale for change
is to allow for components to be connected to ExternalReferenceEndpoint or
an ExternalReferenceEndpoint to be connected to an assembly component. An
example is a SWRadio use case for an I/O device resident in the SWRadio,
where the I/O Device has required and provider ports.
