DDSSEC13 — Wrong vesion RTPS minor version number in 7.4.6.1

Section 7.4.6.1 "Change to the RTPS minor version number"
States:

Implementations of this specification shall set the RTPS protocol version number present in the RTPS Header. The RTPS Major version number shall be set to 2 and the RTPS Minor version number shall be set to 3. Future revisions of the DDS-RTPS specification shall take this fact into consideration.

This was carried over from DDS Security 1.1 without change. However, when DDS security 1.2 was adopted RTPS 2..5 was already released, so this paragraph should have indicated the use of RTPS Minor version 5 (or later).

Moreover, the need to increase the RTPS minor versions with new released of DDS Security is not so clear anymore since the RTPS spec has now reserved ranges of PIDs for Security and XTYPES. So we should consider better ways to handle this that avoid increasing the RTPS minor version
