DDSSEC12 — IDL should be updated to match IDL 4.2

    The IDL used by the specification should be updated to the latest IDL 4.2 syntax.

    This specially impacts annotations. For example @Extensibility(MUTABLE_EXTENSIBILITY) has been replace with @mutable.
