DDSRPC_ — QoS library name with profile filename

    What about the library name RTI DDS currently supports. It is very helpful to have multiple QoS profiles in one file and the spec should define how this works

    The URL may end with an optional library name. The profile filename and library_name are separated by a #. For example, file://path/to/filename#library_name.
