                            Disposition Summary:The ‘register” operation is currently described as a local operation on the writer side 
 and there is nothing in the specification requiring or preventing it from being
 propagated. From the reader perspective the registration will occur automatically the
 first time data is received for a particular instance.
 Most implementations do not propagate registrations, but in case some
 implementation chooses to do that we should clarify what the StatusInfo_t flags that
 would be associated with the submessage.
