    Change: The phase "does not follow strict CDR encoding" depends on an unspecified notion of "strict" vs. "nonstrict" CDR encoding where in actuality there is no such distinction. Remove the word "strict" to note that the wire representation is not following CDR rules. (This applies to both 9.4.2.6 and 9.4.2.8.)
