DDS4CCM_ — InstanceHandleManager, local?

    The InstanceHandleManager interface is defined as abstract, but shouldn't
    this one also be defined as local (which means remove abstract, you can't
    have both). By now having abstract, it is technically possible to derive a
    regular (non local) interface from it. This means we have todo more code
    generation as necessary.

    We would like to propose to replace abstract with local.
