DDS15 — get_type_name, class or object method

It seems that DDS vendors are implementing get_type_name of the TypeSupport interfaces differently. Some do it as static class method in C++, some as a regular method. The spec uses regular IDL, which gives the idea that it is a regular method needed a concrete TypeSupport instance, but I doubt whether that is intended
