    InstanceHandle_t is underspecified, The IDL PSM that should use a struct, so that argument passing is the same for all values

    In the IDL PSM, I see that copying and comparing instance handles is underspecified.

    The same issue applies to domain IDs, actually, which also have unspecified contents in that PSM.)
