DDS15 — Missing TypeSupport operations

Problem:
In IDL, the operations on the TypeSupport interface are commented out: all operations are defined in its specialized sub-classes. That is strange, since all TypeSupport operations have a signature that is completely independent of this specific type.

Solution:
We propose to promote all these operations to the TypeSupport class itself, and thus to uncomment these operations in the TypeSupport interface.
