DDS15 — Inconsistent lookup semantics

Problem:
There is inconsistency in the spec: on page 2-24 there is a list of operations that is allowed when the DomainParticipant is in the disabled state. This list does not include any lookup operations. However, on page 2-14 there is also a list of operations which may be invoked when Entity has not yet been enabled, and here the 'lookup' operations are mentioned. So the questions are whether the DomainParticipant should be allowed to perform "find_topic" and "lookup_topicdescription" operations when it is in disabled state.

Solution:
Our proposal is that find_topic should not be allowed in this case, but lookup_topicdescription should be allowed. Also all delete operations including the delete_contained_entities should be allowed
