DDS15 — Write with handle_nil underspecified

    For write the DDS spec says:

    The special value HANDLE_NIL can be used for the parameter handle. This indicates that the identity of the instance
    should be automatically deduced from the instance_data (by means of the key).

    The case which is not specified is the case where the handle is HANDLE_NIL, but they key we use hasn't been registered with dds yet, will DDS than return an error, or automatically register a new instance?
