DDS12 — Consistency between RESOURCE_LIMITS QoS policies

    Summary:
    In the description of the TIME_BASED_FILTER QoS, we are missing the description of the consistency requirements with the DEADLINE QoS, which is mentioned in the table in Section 2.1.3.
    Also, we should mention some consistency requirements between max_samples and max_samples_per_instance within the RESOURCE_LIMITS QoS.

    Proposed Resolution:
    In Section 2.1.3.12 on the TIME_BASED_FILTER QoS we should make explicit mention that the minimum_separation must be <= the period of the DEADLINE QoS.
    In both the table in Section 2.1.3 and in Section 2.1.3.22 on the RESOURCE_LIMITS QoS we should mention the consistency requirements that max_samples >= max_samples_per_instance.

    Proposed Revised Text:

    Section 2.1.3.12 TIME_BASED_FILTER;
    Add the following paragraph to the end of the section:

    The setting of the TIME_BASED_FILTER policy must be set consistently with that of the DEADLINE policy. For these two policies to be consistent the settings must be such that "deadline period>= minimum_separation." An attempt to set these policies in an inconsistent manner will cause the INCONSISTENT_POLICY status to change and any associated Listeners/WaitSets to be triggered.

    Section 2.1.3.22 RESOURCE_LIMITS
    Add the following paragraph before the last paragraph in the section:

    The setting of RESOURCE_LIMITS max_samples must be consistent with the setting of the max_samples_per_instance. For these two values to be consistent they must verify that max_samples >= max_samples_per_instance.

    Section 2.1.3.22 RESOURCE_LIMITS
    Add the following paragraph at the end of the section:

    An attempt to set these policies in an inconsistent manner will cause the INCONSISTENT_POLICY status to change and any associated Listeners/WaitSets to be triggered.
