CORBA34 — Valuetypes should be added to the list of scopes

    In this section, there are two places where the list of IDL constructs that have scopes is given:

    "interface, struct, union, or exception"

    valuetype should be added to this list to be consistent with the rest of the specification.

    With the upcoming version of the CORBA specification, all IDL details will be removed and replaced with references to the IDL specification.
