Summary: IIOP 1.2 fragmentation presents an unrecoverable error situation
1.2 IIOP attempted to provide fragment interleaving by defining a 1.2
fragment header containing request id. This does not solve the
possibility of receiving multiple first fragments over the same
connection which do not contain request id"s. There is no way to
associate subsequent fragments with these initial fragments since the
initial request id is received after the 1.2 Fragment header specified
request_id.
