Summary:
In the Command Request Message, the Binary "CMD-DATA" message contains the packet/fram/CLTU, etc, for all CMD-FORMAT types. However, if the CMD-FORMAT type is MNEMONIC this doesn't make as much sense.
Suggestion here is to create a new field in Command Request Message, "CMD-MNEMONIC" as type STRING to hold the human-readable MNEMONIC for command lookup if the CMD-FORMAT is of type MNEMONIC.
In this way, both CMD-DATA and CMD-MNEMONIC would be Dependent fields, with usage based on the contents of CMD-FORMAT.
RTF proposed (Burlingame, 2022) to do a second message type for MNE types, with 0-n parameters, each parameter specifying a type. Mike to create proposal text.
