Summary:
In Mnemonic Value Request Message, there is a PUBLISH-RATE and there is a SAMPLE-RATE that can be specified for each MVAL. The correlation between these is somewhat open to interpretation. For example, the text of the SAMPLE-CRITERIA, associated with SAMPLE-RATE, says it drives "when data should be provided" which overlaps with the PUBLISH-RATE. If taking SAMPLE-RATE to be independent of PUBLISH-RATE, it means something else entirely.
The supporting text of the Mnemonic Value Request Message needs to make clear how these interact.
Note that we previously determined to remove SAMPLE-RATE due to perceived overlap, but have since decided to leave it in place and make clear its usage.

Note that there was a previously accepted proposal to remove remove the SAMPLE-RATE field and corresponding text. Upon further review, we should have kept the field and clarified the text. The text could be interpreted in two ways. One way would still be valid, if we make the text more clear.
Note, two, that with the prior approved change, now undone, we modified a diagram. That modification is no longer valid. So, I've included the original model diagram, here, to show that it is unchanged from the original.
