C2MS11 — Data Dictionary Messages

I do not expect this can be addressed by the FTF. Suggest vote to defer to a future revision.

It seems that there is a consensus that we need database data dictionary informational messages. It seems to be in work. Capturing the item here.

Defer Data Dictionary to Future Revision

Incorporating data dictionary messages is a large effort and would provide XTCE described information about parameters, telemetry containers, telecommand containers, streams, etc. This cannot be achieved by the existing RTF so needs to be deferred to a time when we come together to do this.
