C2MS11 — Add field APID (and VCID) to Telemetry CCSDS Packet Message

    A number of these have been identified, but after discussion with the RTF and larger SDTF, we have decided to align across all these telemetry messages. C2MS11-63 has been created for that purpose, so marking this as a duplicate of that issue.
