C2MS11 — In the Control Message, the field CNTL-STRING should be required

Change the CNTL-STRING field in the Control Message from optional to required. That field is the reason for the message. This also will be consistent with Directive Message, where DIRECTIVE-STRING is required. See Figure 8-9.

Note if accepted along with other proposals that alter figures, there will be a rollup figure changes issue that will contain all the before and after pics to be voted on and submitted for final set of figure changes.
