C2MS11 — Add DESTINATION_NODE and DESTINATION_FACILITY to Message Header

    In the Message Header (pages 41-45), add the fields DESTINATION_NODE and DESTINATION_FACILITY as Optional with type of Header String. This enhances the routing/subscribing options currently available for the DESTINATION_COMPONENT field.
