C2MS11 — Expand TLM Changes into Related Messages

In C2MS11-163 we adjusted the base set of TLM messages to better handle CCSDS information and to include APID/SCID where appropriate.

There are some related messages that needed to have been adjusted as well. This issue takes up where the already-approved 163 left off. Specifically, we need changes to:

• Replay Telemetry Data Request Message
• Command Request Message
• Command Echo Message

These changes align these adjacent messages to the to TLM message set and include SCID where appropriate.

Make the changes specified in the "Revised Text" section of this issue.

Note that in all "Additional Information" tables, the order should be SCID, VCID, APID where those fields exist. Therefore additional changes to these tables should be made according to these examples. This does not affect Message Subject tables.

Note the updated types for SCID, VCID, and APID.

Additionally, these should be called "CCSDS Virtual..." "CCSDS Application..." and "CCSDS Spacecraft..." throughout.
