C2MS11 — TLM CCSDS FRAME, TLM Processed Frame messages need AP-ID fields

    APID should NOT be present directly in the frame

    Application identifiers are present in the CCSDS packet headers on a per packet basis. Frames have not been processed out to packets yet. Therefore, having a APID ("app-id") field in a frame message is not appropriate.
