    Summary: he ‘the_QoS’ parameter plays a very important role the bind() and
    bind_devs() calls however its function is not properly explained by
    the text which describes bind() and bind_devs(). In particular, thee
    nature of the values following a call which managed to connect some
    but not all of the flows with the desired QoS.
