ALMAS11 — Optionality in RaiseAlertFromOverrides

    The optionality is not modelled in the PIM except for by way of explanation in the method's note.
    The Boolean flags in the DDS PSM struct do not encapsulate the information well - in particular it requires a producer to default an only partially used data structure, unions would be better.
