ABPSC — Institute decennial audit of specs in P&P

(this is akin to what ISO does with its specs, I believe quinquennially.)
If there has been no revision then steps should be taken TBD along the lines of:

• check with xTF chairs (if there is one)
• check with origin TF chairs
• start Request For Retirement Process

It doesn't do us any favors and makes us look legacy and out of touch.
and is unnecessary clutter for new people trying to get to grips with OMG's offerings.
